Depends on where you are. NY requires that you are usda license but here in IN i don't have to be licensed with the usda unless I choose to. I actually tried to get usda licensed but they told me no because i didn't have three breeding females at the time.

Is having three breeding females the only requirement?

No there is a lot to it. Actually after reading all the stipulations i was glad i didn't have to be usda licensed by my state! They regulate everything from how your dogs are housed to how they are feed and how the food is kept etc. You have to chip or tatoo all your dogs (I actually do everything that is required already besides use special containers for my dogs food). Plus you have to pay for the inspections.

The only requirment here is if you have more than 4 dogs you must have a kennel/breeders license and having one comes with an inspection twice a year and some other requirements.
